Default Boost problem

I have had my boost controller set on 15psi for low 20psi for DD 28psi for high.
The problem is that it will not go lower or higher then 20psi now.
I have looked at my boost hoses and they look good.
so dose any one have any idea's?

Im thinking it my be the boost controller but I don't know.

I would just run the car without the boost controller and see what it boosts at if the psi goes lower than it will be a problem with your boost controller

Yeah I would turn it off first and see if anything changes if not. I would just run the wastegate with out the boost controller.

Ok I finally took the Z out! The boost went down to 15psi when I turned it off then back up to 20psi when I turned it on. Is it the boost controller?
